dbplus_rcrtexact() will create an empty copy
of the given relation under a new
name, but with default indices. An
existing relation by the same name will
only be overwritten if overwrite is TRUE
and no other process is currently using the relation.
Returns resource on success or DBPLUS_ERR_UNKNOWN on
failure.
